What the obligation is
TAFEs operate as state government entities under joint state + federal VET framework.
TAFE institutes are public providers, but to deliver nationally recognised training they must be registered training organisations (RTOs) and meet the same national quality framework as private providers. Only RTOs listed on the National Training Register can deliver and assess nationally recognised training, issue qualifications and statements of attainment, and apply for government VET funding. The 2025 Standards for RTOs, made under the National Vocational Education and Training Regulator Act 2011 and in effect from 1 July 2025, have three parts: Outcome Standards for training quality, Compliance Standards for the integrity of the sector, and a Credential Policy for trainers, assessors and validators. ASQA regulates most RTOs, including all that deliver VET to overseas students. TAFEs must also report VET activity data to NCVER, submit an annual quality indicator summary to ASQA, and renew their registration.
