Vehicle registration is run by each state and territory road authority. Heavy vehicles over 4.5 t GVM are regulated by the NHVR under the Heavy Vehicle National Law, which participating states apply as their own law. Check the rules in each state or territory where you operate.
Who must comply
Owners and registered operators of road vehicles, including fleet operators, transport businesses, tradespeople and agricultural businesses using conditional or seasonal registration. Heavy vehicle owners and operators (over 4.5 t GVM) must also meet HVNL vehicle standards; WA and NT vehicles must meet the HVNL when they cross into a participating jurisdiction.
What triggers it
Using or keeping a vehicle on a road, buying or selling a vehicle (transfer of registration or notice of disposal), or modifying a heavy vehicle. Common heavy vehicle modifications need Approved Vehicle Examiner approval under VSB6; complex modifications need NHVR and AVE approval before the work is done.
When due
At first registration and at each renewal (with CTP insurance and any required safety inspection first); on a sale or disposal (transfer or notice of disposal); and before any heavy vehicle modification that requires approval is carried out. Vehicle standards apply continuously while the vehicle is in use.
Evidence required
Current registration and CTP certificate for each vehicle; safety inspection reports; notices of disposal and transfers; for heavy vehicles, modification certificates and modification plates, NHVR approvals or exemption notices, and daily check and maintenance records against the National Heavy Vehicle Inspection Manual.

Summary
A business that runs vehicles on public roads has two linked duties: keep each vehicle registered with the state or territory road authority, and keep it within the applicable vehicle standards. In NSW, for example, Transport for NSW registers vehicles, renewals need compulsory third party (CTP) insurance and, where required, a safety inspection, and driving an unregistered vehicle is illegal except in very limited circumstances. For heavy vehicles over 4.5 tonnes gross vehicle mass, the National Heavy Vehicle Regulator (NHVR) administers the Heavy Vehicle National Law (HVNL) and the Heavy Vehicle (Vehicle Standards) National Regulation in the ACT, NSW, Queensland, South Australia, Tasmania and Victoria. The NHVR regulates heavy vehicle standards, approves modifications and grants exemptions. The HVNL was amended from 1 August 2026.
